Five Card Story: The strange day

I put my bike on a pole with one of those bike chains and left. The next day chain was gone with the bike on the floor covered in snow. Then I lifted up my bike and a wiped the snow off and got on and started to ride onto the street till I went past a cemetery. I thought I saw ghosts but then I saw it was smoke from a some sort of fog machine that malfunctioned. Then I went on and saw a beach there was this sign that said no dogs in big red letters and there was this police officer next to it. He looked really frustrated because on the beach there were like 10 dogs laying on the sand, scattered around the beach and in the water. I talked to the officer and he said that there was a rule that no dogs were allowed for some reason, and I asked him why the dogs were there. He said that this dog repellent would keep them from getting in here but instead it attracted them. Then this small whistle type sound (sounds like a dog whistle), came from some where to the south and all the dogs went after it and running very hard after it. Then I got on my little scooter and went on through the small street till I pass this abandoned building that was being rebuilt or something. Then I hear a loud bang and look to see that the part of the Abandoned building had collapsed. There were construction workers running from the building. I asked one of the guys that was in his car about what had happened, he said that the buildings support beams had collapsed and that they now need to destroy the building from being unstable. But from seeing the abandoned building i could make out this figure on what appears to be the basement, it contained some sort of statue of a person. it had the look of someone important, next to the statue showed a "NO PICTURE TAKING" sign and the statue looked pretty cool so I looked around to see if anyone was watching and i whipped out my phone and quickly took a photo and then this guy yelled at me so I ran to my little scooter and drove off home.
