After terrible circumstances due to the recession several cities in the USA
shifted from a democratic ruling to a dictatorial scheme in which they have to abide to strict rules.

The dominant party wanted to maximize the food supplies so they started a scheme of introducing new chemicals into the food. However, the outcomes were not as expected and it reacted negatively on people making them believe they were characters of video games and developing physical anomalies like removing one eye from their faces.
