about this story

At 0815 hrs, a block passed the Congregation Beth Ahabah Synagogue, Engine 6, Engine 5 and Battalion 2 were dispatched for an overturned dump truck that had struck a power pole. Upon arrival, Engine 6 assumed command and shared the following information. “Engine 6 on scene with a fully loaded dump truck on its side into a power pole. Vehicle content has been discharged onto a sedan in the northbound lane, containing two occupants. Due to the charged powerlines, we are unable to assess patient statuses. Requesting Dominion Power, three medics, a safety officer, Rescue 2, and Rescue 3. Inform Dominion Power that the struck power line is two poles down from pole 1216 Foxtrot.

Following Dominion Power arriving to cut power to the downed lines, Rescue 2 and Engine 5 extricate the dump truck driver, while Engine 6’s crew extricate the two patients from the sedan. Rescue 3 plugs the leaking diesel tank and begins setting up a basic damming and diking system to protect the waterways from run off. Upon obtaining the manifest of the dumptruck, the contents consist of petroleum-contaminated soil (PCS). As heavy rain is starting and expected to continue, Rescue 3 prioritizes the assembly of sandbags, with the assistance of a Virginia Department of Transportation sand truck. Teams work to assemble sandbags with crews strategically placing the bags around the contaminated soil to lessen the chance for contaminated storm water runoff.

As the safety officer monitors the situation and takes pictures of the scene for the incident report, they begin to put together the pieces of the incident. Based on witness statements, the dump truck appeared to be exceeding the speed limit and failed to yield at an intersection. When overcorrecting, the weight of the full load of PCS caused the dump truck to flip to its side.
